The nine Mullanpur-area villages that make up the proposed 716-acre Eco City-3.
The proposed Eco City-3 covers about 716 acres spread across nine villages in the Mullanpur area of New Chandigarh. Knowing the villages helps you read land records, understand which pocket a listing refers to, and judge how close a future plot may be to existing roads and Eco City-1.
Hoshiarpur village is also the location of the proposed 96-acre Eco City-2 Extension, so this corner of Mullanpur is set to see the most new GMADA supply.
Before plots are carved out, land is identified by village, khasra and khewat numbers in revenue records. If someone offers land or an entitlement "in Eco City-3", the village name is the first thing to check. Is the khasra actually inside the notified pooling area? Is it under GMADA's scheme or just near it? A lawyer can match the revenue record with GMADA's notified boundary.
Today most of this area is still agricultural and village land around Mullanpur. Development will follow the stages of layout approval, pooling, infrastructure and allotment. Until those steps are done, you will not find internal roads, sewerage or plot demarcation on the ground. That is normal for a new township, but it means a long wait before you can build.
Land in each of the nine villages is recorded in the revenue system by khasra (field) numbers and khewat or khatauni (ownership) entries in the jamabandi. When GMADA notifies a pooling or acquisition area, it lists the khasras that fall inside. A careful buyer, or their lawyer, will compare the khasra of any land on offer with that notified list, check who the recorded owners are, and look for mutations, mortgages or court entries. This matters most for entitlements traded before plots are carved out, where the land record is the only proof of what is being sold.
Private land near a planned township can rise in value, but it is not a GMADA plot. It has its own land-use rules, change-of-land-use (CLU) requirements and title risks. If you want a planned plot with GMADA services, wait for an official Eco City-3 scheme or look at resale in Eco City-1.

Rasulpur, Salamatpur, Dhode Majra, Takipur, Rajgarh, Majra, Kartarpur, Kansala and Hoshiarpur.
Both. The proposed 96-acre Eco City-2 Extension is at Hoshiarpur village, and Hoshiarpur is also one of the nine Eco City-3 villages.
No. Land in the villages is not an Eco City plot unless it is part of GMADA's scheme and you receive a GMADA allotment or a valid transferable entitlement.
Have a lawyer match the village, khasra and khewat numbers in revenue records against GMADA's notified Eco City-3 area.
Not necessarily. Large townships are often developed in parts. Follow GMADA notices for the sequence in which areas are taken up.
